Acquisitions
EEI provides Program Management Support
for the US Army Environmental Command Acquisition Program.
The Acquisition Branch provides
input to DoD Policy and guidance and works with various
federal agencies on Environmental Quality (EQ), Environment,
Safety and Occupational Health (ESOH) and other Pollution
Prevention (P2) issues of importance to the Army and DoD.
The goal of the program is to reduce environmental impact on
installations from fielded systems; integrate P2 into the
acquisition process; and prevent environmental requirements
from adversely impacting schedule, performance or budget of
an acquisition program.
EEI has provided Technical Support to
the Acquisition Program for the past 7 years.
The EEI Acquisition Team
provides environmental review of acquisition programs to the
Office of the Deputy Assistant Secretary of the Army for
Environment, Safety and Occupational Health ODASA (ESOH); to
the Office of the Deputy Assistant Secretary of the Army for
Cost and Economics (ODASA (CE)) in the development of valid
environmental life cycle cost estimates.
In addition, EEI personnel are
responsible for providing technical environmental review of
Army Acquisition programs for the Assistant Secretary of the
Army (Installations and Environment) ASA (I&E) in their role
as voting member on the Army System Acquisition Review
Council (ASARC) and the Cost Review Board (CRB), and for the
Assistant Chief of Staff for Installation Management (ACSIM)
in their role as Army Requirements Oversight Council (AROC)
advisor.
The Acquisition Branch represents and coordinates
installation interests regarding new Army weapon systems and
their impact on installation operations, and for providing
the ODASA (CE) with technical support regarding
Environmental Quality Life Cycle Cost Estimates (EQLCCE);
ensures that known or potential environmental impacts are
identified, mitigated in the system development where
possible, and installations are made aware of those impacts
prior to any ASARC or CRB reviews; and provides the ASA
(I&E) with an independent Environmental Quality Impact
Assessment (EQIA) for all major milestone decision reviews
for weapon systems. The EQIA includes, but is not limited
to: review and evaluation of Programmatic Environment,
Safety, and Occupational Health Evaluation (PESHE)
documents, National Environmental Policy Act (NEPA)
documentation, acquisition strategies, statements of work,
fielding plans, test and evaluation master plans, safety
assessment reports, health hazard assessments, and EQLCCE
documents, etc.
